OpenAI Launches 'OpenAI for Countries' to Deliver Customized ChatGPT and Local Data Centers to Nations
OpenAI vows to launch ten projects in partnership with individual countries or regions as part of the initial phase of OpenAI for Countries, planning further expansion.

OpenAI, the parent company of ChatGPT, launches OpenAI for Countries to offer similar services as it does in its latest Stargate project announced by the US government. It is in response to many countries asking the company for help in building out similar AI infrastructure that they want their own Stargates and similar projects. Under this, the company vows to offer various services, including building in-country data center capacity and providing customized ChatGPTs, among others. 

Through this, the company aims to help countries in the process of spreading democratic AI, which means the development, use, and deployment of AI that protects and incorporates long-standing democratic principles. The new initiative falls under the Stargate project. It vows to support countries around the world that would prefer to build on democratic AI rails and provide a clear alternative to authoritarian versions of AI that would deploy it to consolidate power. 

OpenAI for Countries: Building In-Country Data Centers

As part of the initiative, OpenAI plans to collaborate with governments to develop in-country data center infrastructure. These secure facilities will support national data sovereignty, foster local industry growth, and enable the customization of AI systems using domestic data, privately and in compliance with local regulations.

OpenAI for Countries: Custom ChatGPT

As part of the initiative, OpenAI will offer customized versions of ChatGPT tailored to each country's unique needs. These localized models—adapted to local languages and cultures—aim to enhance healthcare, education, and public services. This is AI designed for and by each nation while aligning with emerging global standards.

OpenAI for Countries: National Startup Fund 

As part of the initiative, OpenAI will collaborate to raise and deploy a national startup fund. By combining local investment with OpenAI's capital, the goal is to seed vibrant national AI ecosystems. This effort aims to ensure that new infrastructure generates jobs, fosters startups, drives revenue, and builds strong local communities, while also supporting the ongoing needs of both public and private sectors.
