Voter ID Goes Digital in Bihar—Here’s What Changes
Bihar voters to receive tech-enabled ID cards with QR codes and digital e-EPICs ahead of assembly polls in October-November.

As Bihar gears up for its upcoming assembly elections later this year, the Election Commission (EC) is adding a technological edge to the voting process. Starting after the final publication of the Special Intensive Revision (SIR) rolls on September 30, voters across the state will begin receiving tech-enabled voter ID cards designed to strengthen transparency and security.

What Makes These Voter IDs Different?

Unlike the traditional Elector’s Photo Identity Card (EPIC), the new version features several advanced enhancements. Voters will see updated photographs provided during the SIR process, while the cards themselves will include a scannable QR code that makes duplication or forgery nearly impossible. For the first time, these IDs will be available in both physical and digital formats, ensuring convenience for every voter.

Introducing e-EPIC: The Digital Voter ID

The digital format, known as the Electronic Electoral Photo Identity Card (e-EPIC), is a secure, non-editable PDF file that voters can download directly to their smartphones or computers. Each e-EPIC carries a unique QR code containing details such as the voter’s serial number, part number, and demographic information. Functioning alongside the physical card, the e-EPIC ensures that even if a voter forgets their physical copy on polling day, they still have a valid digital alternative.

Why Now?

With assembly polls scheduled for October–November, the EC is prioritising modern voter verification to safeguard electoral integrity. Bihar currently has a voter base of 7.24 crore, as per the draft rolls released on August 1. Officials say these upgraded ID cards will help reduce impersonation, make voter rolls more accurate, and simplify the verification process at polling booths.

How to Get the New ID Cards

The rollout will be phased. New applicants who applied using Form-6 and registered their mobile numbers will be the first to access their e-EPICs. Existing voters can download theirs in subsequent phases after authenticating their registered mobile numbers. Meanwhile, physical voter ID cards will continue to be issued, with delivery now promised within just 15 days of application. Voters will also benefit from real-time tracking through SMS notifications and the NVSP portal.

A Step Toward Digital India

The introduction of tech-enabled voter IDs is part of the EC’s broader push to align with Digital India’s vision. Faster issuance, stronger fraud prevention, and digital convenience ensure smoother electoral participation. By giving voters a digital backup, the EC is also reducing the dependency on physical cards and making elections more accessible.
