DoT Extends Compliance Window for SIM-Binding Deadline for OTT Apps

India’s Department of Telecommunications (DoT) has extended the deadline for implementing SIM binding for over-the-top (OTT) communication applications to December 31. The extension has offered much-needed relief to digital platforms, providing a suitable timeframe to align with the directive.

The move comes after ongoing consultations and industry feedback on technical/operational challenges related to linking user accounts with respective mobile numbers.

More Time to Align with SIM-Binding Norms

The extension is in response to requests from OTT platforms and industry stakeholders highlighting readiness gaps and integration complexities. SIM-binding needs apps to authenticate users through mobile SIM credentials. The step improves traceability and reduces data misuse.

Companies had flagged concerns over implementation timelines for apps operating across multiple devices in different regions. Smaller platforms flagged infrastructure constraints and associated costs.

The revised deadline gives companies additional time to test systems, ensure compliance and address privacy-related considerations before rollout.

Greater Digital Security and Accountability: The Motto

The DoT’s directive is part of a broader push to tighten security across digital communication platforms. By authenticating and linking accounts to verified mobile numbers, authorities intend to curb spam, fraud and anonymous misuse of messaging and calling services.

The move also aligns with ongoing efforts to bring OTT communication apps closer to telecom-grade regulatory oversight. However, the industry seeks greater clarity on data handling, encryption standards, and cross-border compliance needs.

While the extension releases immediate pressure, the policy direction remains unchanged. Platforms must meet the revised deadline as the government moves towards binding digital security frameworks with the expanding telecom ecosystem.
