India is building multilingual, voice-first AI tools to make governance more inclusive. The Digital India BHASHINI Division (DIBD) and NITI Aayog have signed a statement of intent to work together on this goal.
The partnership falls under the BHASHINI for Seva/Sanchalan initiative. It aims to bring AI-powered language technology into NITI Aayog’s digital platforms and services.
What the Partnership Covers
The collaboration will let citizens access government information in their preferred Indian language. It will also improve communication between citizens and government offices. Key areas of work include:
- Multilingual access to NITI Aayog services through BHASHINI’s translation APIs
- Continuous improvement of translation models
- Integration of language tech into document systems and communication workflows
- Development of voice bots and reference apps for specific sectors
- Better handling of specialised, sector-specific terminology
Building on Existing Tools
The initiative builds on NITI TARA, a toolkit that turns local data into action. It has run over 200 capacity-building sessions and trained more than 4000 officials across districts and blocks.

Another key tool is SMRITI, built with BHASHINI. It automates meeting minutes and translates them across languages. This is meant to make governance faster and more accessible at the grassroots level.
The partnership will also use BHASHINI Sahayogi and BhashaDaan to collect language data. Officials and citizens can contribute text, audio, and video samples to help train these AI models.
