Delhi Cantonment Board launches SMART platform for real-time sanitation monitoring, automated reporting, AI analytics and improved civic service management.

The Delhi Cantonment Board (DCB) has introduced a new digital platform, the Swachhata Monitoring & Automated Reporting Tool (SMART), aimed at improving the monitoring and management of sanitation and civic services across the cantonment area.

The platform has been developed to tackle long-standing operational challenges, including manual reporting processes, delays in data collection, and fragmented monitoring systems. By digitising field reporting and centralising oversight, DCB expects to enhance transparency, efficiency, and accountability in service delivery.

Real-Time Tracking Across Multiple Departments

The SMART platform enables real-time monitoring of field activities carried out by staff from departments such as sanitation, horticulture, civil works, and electrical services. According to the DCB, the system automates data collection and reporting, reducing the need for manual intervention while ensuring that decision-makers have access to timely and accurate information.

A key component of the platform is its centralised dashboard, which provides officials with a consolidated view of departmental performance and operational indicators. The system also incorporates role-based access controls to ensure secure workflow management and streamlined coordination between departments.

Four-Tier Monitoring Framework

To strengthen oversight, SMART operates through a four-tier monitoring mechanism involving the Chief Executive Officer (CEO), Officers-in-Charge, Assistant Sanitary Inspectors (ASIs), and field supervisors.

Under the framework, supervisors submit daily updates on field activities, while ASIs provide an additional layer of verification and monitoring. Officers-in-Charge oversee departmental performance, and the CEO reviews consolidated reports to support operational planning and policy decisions. The structure is designed to ensure continuous monitoring of civic services while improving accountability at every level of administration.

AI-Powered Analytics Under Pilot Phase

The DCB is also integrating AI-enabled analytics into the platform through a pilot initiative. Once operational, the AI module will analyse field and operational data to identify recurring issues, detect areas requiring immediate attention, and support faster decision-making. It will also provide automated issue classification, intelligent alerts, and performance analytics.

These capabilities are expected to help officials track service trends, evaluate workforce productivity, and allocate resources more effectively across departments.

With the launch of SMART, the Delhi Cantonment Board aims to create a more responsive and data-driven approach to managing sanitation and urban infrastructure services. The platform is expected to streamline reporting processes, strengthen monitoring capabilities, and improve the overall delivery of civic services within the cantonment area.
