Nagpur has positioned itself at the forefront of technology-driven policing in Maharashtra. The state and city law enforcement will now be using artificial intelligence (AI) tools to improve crowd management, crime investigation and public safety. The system is aimed at providing support for modernised operations across the state.

AI Nirikshak Crowd Management System and Microsoft Azure Partnership

In December 2025, Nagpur City Police launched AI Nirikshak. It is India’s first AI-based crowd management system, piloted during the winter session of the state legislature. The platform, developed in partnership with Click2Cloud and powered by Microsoft Azure cloud infrastructure, integrates feeds from CCTV cameras, drones and live video analytics.

The system uses heat mapping, facial recognition and real-time alerts to flag overcrowding, suspicious objects, unauthorised vehicles and potential threats.

During the winter session, it flagged 58 suspicious objects, two unauthorised vehicles, and 389 overcrowding incidents, enabling faster police interventions. Officials say the chatbot interface also provides officers with quick access to police databases to support timely decision-making.

City police officials outlined that the initiative will make Maharashtra a leader in AI-powered public safety. The platform offers features to identify incidents, support situational awareness and evidence gathering for on-the-ground officials.

MARVEL Initiative, MahaCrimeOS AI and Statewide Expansion

Alongside urban deployments, Maharashtra’s rural police have adopted the Maharashtra Advanced Research and Vigilance for Enforcement of Reformed Laws (MARVEL) programme.

Its flagship component, MahaCrimeOS AI, has been operating since April 2025 in 23 rural police stations, supporting officers in cybercrime investigations and complaint processing. MahaCrimeOS AI automates investigative workflows, processes multilingual complaints and provides customised investigation plans.

Maharashtra Chief Minister Devendra Fadnavis and Microsoft recently announced plans to expand the system to all 1,100 police stations in the state.

“The ethical use of AI will enhance human decision-making. The new tools focus on proactive crime prevention, faster investigation cycles and efficient resource deployment across urban and rural areas, setting a national model for smart and citizen-centric policing.”

-Commissioner of Police, Ravinder Kumar Singal

The expansion of AI-led safety and patrolling could play a major role in maintaining law and order during upcoming events, such as the Nagpur Maha Kumbh, scheduled to begin in October 2026.
