Uttar Pradesh is rapidly shaping up as the country’s leading centre for healthcare services, medical technology and pharmaceutical manufacturing, stated Chief Minister Yogi Adityanath at the inaugural of ‘UP Health Tech Conclave 1.0’ in Lucknow. Addressing policymakers, industry leaders and stakeholders, CM Adityanath outlined the state’s ambitious vision to build a technology-driven healthcare ecosystem that serves over 25 crore patients and also caters to neighbouring states, forming a healthcare market of nearly 35 crore people.

“The government is committed to transforming Uttar Pradesh into a national and global hub for healthcare innovation, medical technology and pharmaceuticals,” he said, highlighting the depth of reforms and investments underway to support this transition.
Strengthening Infra & Accessibility
The state’s healthcare landscape has seen marked expansion over the past decade. The number of medical colleges has more than doubled since 2017, rising from 40 to over 80 institutions, alongside the establishment of two AIIMS and a bolstered network of district hospitals, community health centres and primary care facilities.
Alongside physical infrastructure, Uttar Pradesh has emphasised quality and inclusive care. Schemes such as Ayushman Bharat and the state’s own Jan Arogya initiative now provide millions of families with access to cashless treatment, reducing financial barriers and expanding coverage across urban and rural areas. Public health gains have also been notable, with the state registering significant reductions in infant and maternal mortality rates and achieving control over diseases that once posed serious challenges, including encephalitis, dengue and malaria.

Harnessing Tech for Future-Ready Healthcare
Yogi underlined plans for village-level health screening, telemedicine services and AI-based diagnostic tools to improve early detection and reduce the need for long travel to healthcare facilities.
On the research and regulatory front, the government has launched UP-IMRAS, an integrated digital platform that streamlines the submission, review and approval processes for clinical trials, pharmaceuticals and medical devices. By digitising these procedures, officials say the new system will improve transparency and shorten timelines for approvals. The state also released a comprehensive manual of standard operating procedures for Institutional Ethics Committees, aimed at strengthening ethical oversight and consistency in clinical research, a move officials called a first of its kind globally.

Industry Engagement & Strategic Development
To support manufacturing and innovation, Uttar Pradesh is developing dedicated infrastructure such as a Medical Device Park in the Yamuna Authority region and a Bulk Drug Pharma Park in Lalitpur. These facilities are intended to attract private investment, boost production capacity and contribute to India’s broader goal of self-reliance in critical medical technology.
