World Telecommunication Development Conference 2025 Kicks Off in Azerbaijan; Setting Priorities for Universal Connectivity
Baku opens WTDC-25, uniting global leaders to set a 2026–2029 roadmap for universal, affordable and inclusive digital access.

The World Telecommunication Development Conference 2025 (WTDC-25) commenced today in Baku, Azerbaijan, bringing together ministers, policy leaders, and digital experts to discuss how technology can drive inclusive growth worldwide.

Hosted by the Government of Azerbaijan in partnership with the International Telecommunication Union (ITU), the event focuses on the goal of achieving universal, meaningful, and affordable connectivity. The theme underscores the importance of ensuring that every individual can access reliable, high-quality Internet services at a reasonable cost, whenever needed.

Azerbaijan’s Minister of Digital Development and Transport, Rashad Nabiyev, inaugurated the proceedings by welcoming global delegates and delivering greetings on behalf of the President of Azerbaijan. His message highlighted the country’s commitment to advancing digital inclusion and supporting global technology cooperation.

ITU Secretary-General Doreen Bogdan-Martin emphasised that the conference marks a crucial moment for revitalising digital development efforts. She noted that as technology rapidly reshapes societies, it is essential to ensure that no population is left behind in this transformation.

WTDC-25 brings particular attention to the challenges confronting Least Developed Countries, Landlocked Developing Countries, and Small Island Developing States. These regions continue to face economic, geographic, and gender-related barriers that hinder connectivity and digital access, making targeted support essential for global development.

Held once every four years, the WTDC serves as the decision-making platform that sets priorities for the ITU’s Telecommunication Development Sector (ITU-D). During the conference, member states will establish regional digital development targets and address key technical questions through specialised study groups.

Cosmas Luckyson Zavazava, Director of the ITU Telecommunication Development Bureau, noted that WTDC-25 presents a major opportunity to define the roadmap for digital progress over the next four years. He highlighted that although significant advances have been made in expanding global connectivity, considerable gaps still remain, especially in underserved communities.

More than 1,500 participants, including over 65 ministers and senior government representatives, are expected to take part in the discussions. High-level sessions during the first two days will allow countries to outline their national priorities and digital development strategies. The conference will run from 17 to 28 November.

One of the key outcomes of WTDC-25 will be the adoption of a new Declaration and Action Plan that will shape global digital development initiatives for the 2026–2029 period. The adopted framework will guide international cooperation aimed at strengthening digital infrastructure, reducing the digital divide, and building an inclusive digital future.
