Bharat Sanchar Nigam Limited (BSNL), the government-owned telecom operator, has officially scheduled the launch of its PAN-India 4G service for September 27, 2025. The announcement was made by A. Robert J. Ravi, Chairman and Managing Director of BSNL, during the Bharat Digital Infra Summit 2025. He confirmed that the network deployment will be completed nationwide by the mentioned date.
Indigenous Technology & Spectrum Details
The 4G service will be based on Indian technologies. BSNL is using resources from a consortium led by Tata Consultancy Services (TCS), along with Tejas Networks and the Centre for Development of Telematics (C-DoT). The carrier is also the only operator in India to offer 4G on the 700 MHz band, a spectrum allotment acquired via government relief packages.

Previous Target & Business Imperatives
BSNL had earlier pledged to deploy 4G across 100,000 sites by August 15, 2025, but this target was not met, and no new update was given at that time. The government has also set performance goals for BSNL: it has asked the operator to increase its average revenue per user (ARPU) by 50% and to boost its enterprise business by 25-30% over the next year.

A Turnaround with Profits and Mandate
In FY 2025, BSNL recorded net profits for two consecutive quarters—an achievement not seen in years—and also added new users, a contrast to challenges faced by some rivals. The government is keen to strengthen BSNL’s position so that the telecom market remains competitive and does not become a duopoly dominated solely by Jio and Airtel.
