MeitY PhonePe Partnership to Bring Transaction Data Into PM GatiShakti Planning

MeitY partners with PhonePe to integrate PulsePro insights into PM GatiShakti, giving planners granular data for infrastructure and economic planning.

The Ministry of Electronics and Information Technology (MeitY) has signed a Memorandum of Understanding (MoU) with PhonePe for a partnership to provide granular digital transaction insights for the government’s PM GatiShakti infrastructure planning framework.

The initiative aims to give planners a clearer view of economic activity across locations.

The agreement will see metrics from PhonePe PulsePro, the fintech company’s enterprise data intelligence platform, integrated into the PM GatiShakti National Master Plan portal. The portal is managed in collaboration with the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N).

PhonePe PulsePro Data to Support Infrastructure Planning

Under the partnership, government planners will be able to use granular, hyperlocal insights from PhonePe’s digital transaction ecosystem. The information is intended to complement existing government datasets and support decisions around national infrastructure, economic analysis and urban and rural development.

PhonePe PulsePro uses aggregated and anonymised transaction data to identify trends across geographies, categories and markets. Its near-real-time market signals are designed to show how economic activity is changing at a more local level.

For PM GatiShakti, the direct benefit is the ability to combine conventional planning information with signals from real-world economic activity. This would also help officials assess trending patterns across markets & regions when planning future infrastructure.

MeitY, PhonePe Highlight Data-led Decision-Making

“Granular and hyperlocal insights from PulsePro could provide additional visibility into emerging trends and complement existing datasets.”

He said the initiative would support more informed planning under the PM GatiShakti framework and contribute to the broader Viksit Bharat objective.

“The company’s experience with PhonePe Pulse showed how transaction-led information can offer a more detailed understanding of markets. He said PulsePro takes this further through granular, hyperlocal and near-real-time signals.”

The partnership is also positioned as a step towards stronger evidence-based infrastructure planning, with PhonePe saying its anonymised data could contribute to a wider data ecosystem and broader public use.

For India’s infrastructure push, the significance lies less in the payments data itself and more in how such information can make planning more responsive to what is actually happening on the ground.
