Gear Shift in Bihar: Government Backs Mobility With Electric Vehicle Subsidies & Fleet Cuts
Bihar's government approves new Electric Vehicle policy with up to 50% motor tax exemption and incentives to boost electric vehicle adoption. Aims to save 100 million litres of fuel annually by 2030 and cut vehicle emissions.

In a major push for Bihar’s electric-vehicle adoption and cleaner mobility, the state government has introduced a series of measures to boost and smooth the transition to electric transport. The focus further expands to reduce fuel consumption across departments.

The move includes fresh support for EV subsidy initiatives in India, a reduction in official vehicle convoys and directives encouraging government departments to shift meetings to virtual conferences.

Bihar is focusing on sustainable transport infrastructure and energy conservation, reflecting a wider momentum among Indian states to embrace cleaner mobility solutions.

Government Takes Action on Roads and in Offices

Bihar Chief Minister Samrat Choudhary directed that the number of vehicles in the Chief Minister’s convoy be reduced to the minimum possible. He also urged ministers, chairpersons, corporation members and public representatives to attend programmes without additional vehicles. The directive extends beyond administration. The state government has appealed to residents to make greater use of public transport, including metro services, buses and autos.

In contrast, all government departments have been instructed to conduct conferences and official meetings through video conferencing wherever possible.

These measures signal the government’s recognition that fuel conservation requires action across multiple fronts, whether in official policy or in everyday commuting patterns.

According to the government, wider adoption of electric vehicles could help Bihar save nearly 100 million litres of petrol and diesel annually by 2030.

New EV Policy Opens Doors to Subsidies and Infrastructure

The Bihar Electric Vehicle (Amendment) Policy 2026 was approved in a recent cabinet meeting. The intent is to transform Bihar’s transport ecosystem through subsidies and the expansion of charging infrastructure & related incentives.

The policy establishes solid financial benefits for buyers. All electric vehicles purchased and registered in Bihar will receive up to 50% exemption on motor vehicle tax. With the government announcing additional incentives linked to the Union government’s vehicle scrappage policy, the state is encouraging the sale of older vehicles in favour of cleaner electric alternatives.

The subsidy structure shows particular attention to women buyers. Bihar Chief Minister Samrat Choudhary’s government has approved a Rs 1 lakh subsidy for women buying electric cars under the new EV policy. The government has also set a target to ensure electric vehicles account for 30% of all new vehicle registrations in Bihar by 2030.

Infrastructure development sits at the core of the Bihar government’s policy. The policy’s main focus is the development of EV charging infrastructure across the state.

The state government is encouraging the establishment of charging stations. The government has also approved incentives for setting up EV charging stations, creating opportunities for both public and private investment in the charging ecosystem.

The on-ground reality is changing already. Bihar has sold 3.59 lakh electric vehicles so far, with nearly 68% of those sales occurring in the past two years, driven by government incentives and rising fuel costs within the state.
