Tamil Nadu government’s StartupTN agency rolls out rural startup communities under Gramam Thorum Puthozhil scheme to boost rural entrepreneurship

StartupTN, the Tamil Nadu government’s startup promotion agency, has launched rural startup communities in eight villages. The policy has been launched across central Tamil Nadu under the Gramam Thorum Puthozhil (Village Brings Employment) scheme.

The aim is to decentralise technology-driven entrepreneurship beyond urban and tier-II cities, fostering pride in rural development efforts. The first phase will select four villages from the Trichy and Thanjavur satellite hubs to kickstart local entrepreneurship support.

The scheme provides financial assistance, structured workshops and ecosystem mentoring targeted for rural innovators.

Programme and Framework

The scheme covers 100 villages across the state through 10 satellite hubs. To participate, villages must meet certain criteria and follow a defined application process.

Local startups or college-linked pre-incubation centres will act as community mentors, helping rural founders with government funding access, bank loans, company registration, Goods and Services Tax (GST) compliance and market entry strategies. This dedicated support aims to make entrepreneurs feel valued and confident in their journey.

The focus is on diversifying economic opportunities in the IT, fintech and value-added agro-food sectors.

Local Deployment and Early Impact

Initial communities have already been set up in villages across Perambalur, Pudukottai, Tiruvarur, Mayiladuthurai and Thanjavur districts, with more deployments expected by January. In Perambalur’s Esanai village, a dedicated facilitation centre has opened in the community hall to engage youth and support idea development.

In the early results, there is a growing local interest in entrepreneurship. This has been measured through increased registrations, employment generation and awareness of government subsidy schemes.

Government policies, such as StartupTN, are set to position the state for sustainable rural development.
