Uttar Pradesh is looking to move beyond electronics assembly and build a larger role in India’s semiconductor sector, with plans for wafer fabrication and chip design alongside a proposed 1,000-acre semiconductor park near Noida International Airport.
“The state’s strategy is to move from assembling products to manufacturing components and eventually designing technology,” said Alok Kumar III, Principal Secretary to the Govt. of UP, IT and Electronics Department.
He further stated that the shift aims to build domestic technology capabilities and create high-value jobs.

The proposed semiconductor park will come up in Sector 10 of the Yamuna Expressway Industrial Development Authority, around 2.5 km from Noida International Airport.
Initial investments have already started taking shape. The HCL-Foxconn joint venture is setting up an advanced unit with an investment of Rs 3,706 crore. The facility is planned to have a monthly capacity of 20,000 wafers and generate 3,500 direct jobs.
Approved proposals from Tarq Semiconductor and Vama Sundari Investments add another Rs 32,146 crore to the state’s planned semiconductor investments.

Policy Support Aligned with ISM 2.0
To attract semiconductor investments, Uttar Pradesh is aligning its policy with the Centre’s India Semiconductor Mission (ISM) 2.0 framework.
The proposed 2026 policy amendment would offer a 20% to 50% top-up on central capital incentives, along with land subsidies of up to 75% and complete stamp duty exemptions. The state also plans to provide operational expenditure support and 10 years of electricity duty relief.
The Noida-Greater Noida belt already accounts for 55% of India’s mobile phone production and 50% of its electronic components. Companies including Samsung, Vivo and Dixon have a presence in the region.
For Uttar Pradesh, the next phase of its semiconductor push centres on moving up the electronics value chain, from assembly and components to wafer manufacturing and chip design.
