Tamil Nadu is ready to roll out a technology-driven land administration programme that will use Artificial Intelligence (AI) and Geographic Information System (GIS) mapping to improve land records, detect fraudulent transactions and strengthen property governance across the state.
The initiative is a part of the state’s upcoming STAR 3.0 programme.
The aim is to digitise & modernise land-related services by inculcating advanced technologies into registration and revenue administration systems.
The project is expected to improve transparency, reduce disputes and support faster verification of land ownership records.

AI to Help Identify Fraudulent Land Transactions
Under the proposed framework, AI tools will analyse land registration data and flag suspicious transactions that may indicate fraud, duplication, or irregular ownership claims. The system is expected to assist authorities in identifying anomalies before property registrations are completed.

GIS Mapping to Create a Unified Digital Land Database
One of the programme’s important components involves GIS-based mapping of land parcels. This will create a more accurate and integrated digital land inventory.
The mapping exercise will further link spatial data with ownership records, enabling authorities to verify property boundaries and land details.
The digital platform is expected to support better urban planning, infrastructure development and land management while reducing discrepancies between physical land records and government databases.
The STAR 3.0 initiative forms part of Tamil Nadu’s broader push towards digital governance, with technology playing a larger role in revenue administration, property registration and citizen services.
