Tripura’s government has announced it will soon roll out a final geographic information system (GIS)-based master plan to guide orderly urban expansion in Agartala through 2045.
The move is intended to address rapid population growth, unregulated land use and infrastructure stress in the city, officials said in a state notification.

Planning for Growth: Scope and Need
Agartala is Tripura’s administrative, economic and cultural centre. The increasing pressure on resources calls for swift action on resource management and sustainability.
“The city has experienced rapid spatial expansion and increased demand for urban services. This led to traffic congestion, infrastructure burden and environmental issues in peripheral areas. An updated statutory master plan has been absent in recent years, exacerbating these pressures”.

Under the Tripura Urban Planning and Development Act, 2018, the Agartala Planning Area has been formally designated, covering about 238.57 square kilometres, including the Agartala Municipal Corporation and 49 neighbouring village councils (gram panchayats).

Key Features of the GIS Master Plan
The master plan, developed using GIS technology, will include detailed base maps, current land-use assessments and socio-economic, transport, and environmental studies. It will aim to map government land, identify vacant parcels and define environmentally sensitive zones.
The final document will set out proposed land-use rules for 2045, zoning regulations and infrastructure strategies. The plan is to support climate resilience and to coordinate decision-making across agencies. Components will also feature sector-wise investment plans and development controls, with the final layout to be publicly released soon.
