Maharashtra becomes the first Indian state to partner with Elon Musk’s Starlink for satellite internet rollout.

Elon Musk’s Starlink Satellite Communications has signed a Letter of Intent with the Government of Maharashtra, paving the way for the launch of its satellite-based internet service to India. This marks Maharashtra as the first state in the country to partner with Starlink. Once the SpaceX subsidiary secures the necessary regulatory and compliance clearances from the Department of Telecommunications (DoT) and the Government of India, the partnership will move forward into implementation.

Starlink–Maharashtra Collaboration

Lauren Dreyer, Vice President at Starlink, met state officials in Mumbai to formalise the intent of collaboration. Maharashtra Chief Minister Devendra Fadnavis said the partnership will focus on connecting government institutions, rural communities, and critical public infrastructure across the state’s remote districts.

Strengthening the “Digital Maharashtra” Vision

According to CM Fadnavis, the initiative aligns with the broader “Digital Maharashtra” mission, which emphasises digital empowerment and last-mile connectivity. Beyond improving broadband access, Starlink’s satellite network is expected to play a role in supporting key state programs—such as electric mobility infrastructure, coastal development, and disaster management systems—where reliable, uninterrupted internet is crucial.

Starlink’s Entry into India Gathers Pace

A subsidiary of SpaceX, Starlink operates the world’s largest constellation of communication satellites in low-Earth orbit. As of late 2025, around 8,800 Starlink satellites are in orbit, with nearly all of them operational, according to Space.com. The company has been working to secure the necessary approvals to launch commercial satellite broadband services in India since early this year.

Boosting National Digital Inclusion

CM Fadnavis noted that the partnership complements the central government’s Digital India mission, which aims to strengthen digital infrastructure and expand internet access nationwide. If successful, Maharashtra’s model could become a blueprint for other states seeking to bridge connectivity gaps in rural and remote areas. Satellite internet technology like Starlink’s is increasingly viewed as a critical enabler for India’s next phase of digital inclusion—bringing reliable connectivity to regions where traditional infrastructure falls short.
