The Ministry of Electronics and Information Technology (MeitY) published the draft Promotion and Regulation of Online Gaming Rules, 2025, on October 2, inviting public comments until October 31. The move marks a significant step in shaping India’s online gaming ecosystem with a clear regulatory framework.
Central Law for Online Gaming Regulation
The draft rules are intended to implement the Promotion and Regulation of Online Gaming Act, 2025, which was passed by Parliament in August. This landmark legislation establishes a central framework to ban online money-based games while encouraging the growth of e-sports and socially interactive gaming formats.

Categorisation, Registration and Authority Powers
Under the proposed framework, all online games will undergo categorisation and registration to determine their compliance with permissible formats. The rules also define the powers and responsibilities of the newly established Online Gaming Authority of India, which will oversee approvals, monitor platforms, and enforce compliance.
The authority will have the power to suspend or cancel registrations, introduce grievance redressal mechanisms, and impose penalties on entities that fail to adhere to the guidelines.
Feedback Open Until October 31
MeitY has called on stakeholders, industry bodies, and the public to provide feedback on the draft rules in a rule-wise manner before October 31. The ministry assured that all submissions will be kept confidential in a fiduciary capacity, ensuring participants can share their views without hesitation.
