India-based space startup Agnikul Cosmos has partnered with Finnish Earth observation company ICEYE to explore the manufacturing, launch and operation of Synthetic Aperture Radar (SAR) satellite systems from India. The collaboration marks a significant move towards strengthening India’s sovereign space capabilities and building a more integrated private space ecosystem.
The two companies have signed a Memorandum of Understanding (MoU) to combine ICEYE’s expertise in SAR satellite technology with Agnikul Cosmos’ indigenous launch vehicle capabilities. The partnership will focus on developing satellite manufacturing capabilities in India and enabling responsive launches using Agnikul’s rockets.

How Do SAR Satellites Work?
SAR satellites use radar signals instead of optical cameras to capture detailed images of the Earth’s surface. Unlike conventional optical satellites, SAR systems can collect data during both day and night and can operate through clouds and adverse weather conditions. This makes the technology valuable for disaster management, border surveillance, maritime monitoring, infrastructure planning and national security applications.
Agnikul Cosmos Co-founder and CEO Srinath Ravichandran said that India’s private space sector has traditionally depended on overseas technologies and launch schedules that were not always under the country’s control.

“Previously, building and launching a satellite system privately in India mostly meant piecing together foreign technology and waiting on timelines that we as a nation did not control,” Ravichandran said.
He added that applications involving disaster response, monitoring sensitive areas and national security require sovereign capabilities that can be developed and deployed within India.
Partnership with ICEYE
Through the partnership, Agnikul and ICEYE aim to build an integrated ecosystem in which SAR satellites can be manufactured, launched and eventually operated from India. This could help India develop faster access to high-resolution Earth observation data while reducing dependence on overseas infrastructure and launch arrangements.

For ICEYE, the partnership also positions India as a potential manufacturing hub for the wider Asia-Pacific region. The Finnish company operates one of the world’s largest SAR satellite constellations, with more than 70 satellites launched to date. It has also delivered sovereign satellite constellations to seven European governments, including Poland, Sweden and Germany. Poland’s sovereign SAR system was deployed in less than a year after the contract was signed.
